About this scholarship
New Jersey high school students who rank in the top 5.0% of their junior class with at least a 3.0 GPA and reside in a designated urban community may receive the Governor's Urban Scholarship through HESAA. There is no separate application.
The $1,000 annual award is renewable for up to eight semesters at a four-year college. Eligibility is determined from high school class-rank reporting. Students must file the FAFSA or New Jersey Alternative Financial Aid Application by state deadlines, enroll full time at an approved New Jersey institution, and demonstrate financial need.

- FAFSA or New Jersey Alternative Financial Aid Application
- Rank within the top 5.0% of high school class with a cumulative GPA of 3.0 or higher at the end of junior year
- Reside in one of the 33 designated high-need NJ communities (e.g., Newark, Camden, Jersey City, Paterson) at the time of high school graduation/nomination
- Be a permanent New Jersey resident for at least 12 consecutive months immediately prior to enrollment
- Be a US citizen, eligible non-citizen, or eligible NJ Dreamer (NJ Alternative Financial Aid Application)
- File the FAFSA or NJ Alternative Financial Aid Application annually within state deadlines; no separate scholarship application exists
- Have a New Jersey Eligibility Index (NJEI) below 10,500 (financial need)
- Enroll full-time, matriculated, in an approved degree/certificate program at an eligible NJ college or university
- Candidates are nominated/selected by their high school in fall of senior year; notified of eligibility in December
- Must be matriculated in an approved degree or certificate program at an eligible New Jersey college or university.
- The award is renewable for up to eight semesters at a four-year college.
