For an entering Law I student at the University of Windsor, based on academic excellence and a demonstrated interest in and commitment to public service.

Three awards of $2,500 are available annually.

Established in 1992 by the Honourable Henry N. R. Jackman, Lieutenant Governor of Ontario, in honour of his grandfather Newton Rowell, a public servant, lawyer, and judge.
