The Fred M. Barr Endowed Scholarship was established in 2024 from the estate of Fred Barr, a World War II Navy veteran and electrical engineer who helped create the foundation at Norwalk Community College and believed deeply in accessible education. Administered by the HCC Foundation, the award gives preference to a visual art major in honor of Barr's daughter Elissa, a calligrapher, or to a STEM major in honor of his daughter Valerie, a computer science professor. Holyoke Community College students apply through the annual AwardSpring application and essay. The endowment ensures ongoing support for HCC students pursuing art or science credentials. Awards are selected by the foundation committee and applied to student accounts each academic year.
