Massachusetts residents from rural areas (outside an urban area with fewer than 15,000 inhabitants) with demonstrated financial need who attend eligible public Massachusetts colleges or universities full time in a certificate, associate's, or bachelor's program. Must be a permanent legal Massachusetts resident for at least one year before the academic year, a U.S. citizen or eligible non-citizen, file the FAFSA, meet federal aid eligibility rules, have no prior bachelor's degree, and maintain satisfactory academic progress.
