About this scholarship
Law enforcement Explorers who are at least in 12th grade and demonstrate potential as career law enforcement executives may apply.
The Sheryl A. Horak Memorial Endowment awards $1,000 one-time merit scholarships. The number of awards depends on endowment yield, and recipients also receive a plaque and pin presented at the national law enforcement explorer conference or a local ceremony.
Submit a 500-word personal statement on why you want to pursue a career in law enforcement, three recommendation letters, transcripts, and post and advisor certifications. Candidates are evaluated on academic record, leadership, extracurricular activities, and their personal statement.
The endowment honors Sheryl Ann Horak, a Bettendorf, Iowa, Police Department Explorer who aspired to serve in law enforcement.

- Three letters of recommendation
- High school transcript and, if applicable, college transcript
- Post and advisor certifications
- Applicant and parent/guardian certification and waiver signatures
- Three letters of recommendation (at least two from people outside of law enforcement); ideally one each from a school/community official, a post leader, and a law/law-enforcement official other than t
- A transcript of high school record (if in college, submit both college and high school transcripts)
- A black-and-white glossy photo (preferably in uniform) for publicity purposes if selected
- Must be a law enforcement Explorer at least in the 12th grade
- Certification signatures from Post Advisor, head of the participating organization, and a Learning for Life representative
- Applicant and parent/guardian signatures (certification and waiver)
- Application deadline: materials must be received no later than March 31
- Candidates are evaluated on academic record, leadership, extracurricular activities, and personal statement.
- Selected recipients provide a black-and-white glossy photo for publicity.
