For full-time Queen's University students in the second, third, or fourth year of the Political Studies program in the Faculty of Arts and Science, selected on academic excellence.

One in-course prize is awarded; the amount varies.

Established in October 2001 by an anonymous donor in honour of John Rae, B.A. (Hons.) 1967 (Political Studies), former Chair of the Board of Trustees at Queen's.
